A supreme act of paranoia if you ask me. This includes a prohibition against all powers that involve direct contact with the skinlands including Puppetry and embody.

 Paranoia again but no one bothers to consult little old me. Now the anacreons of this city, due to the strong presence of the vampires here, have decided to allow social contact with those children of Cain who have the ability to communicate with us.

Stop ignoring me what do I have to do to get your attention anyway? Am I not entertaining enough?

This does not mean that the prohibited powers are any more legal. Use of those powers are still considered a breach and will be punished to the full extent of the law.
