Please have a look around. Be careful many of the offices are off limits and other require permission to enter. However as long as you do not antagonize the governor you should be fine. Has anyone actually seen the governor anyway? Does anyone actually believe that this ship of state is being steered by anything? Or an even better thought, what if our dear fun loving govenor was actually turned into a spectre? Wouldn't that be nice?

The first floor includes many of the main areas, the large assembly hall and the library.

Turning to the second floor we see the tavern a very popular location for off duty officers and some of the legion offices. The governor's office is here as well as the Anacreon's council chamber. Real popular place that.

The third floor opens to the roof and therefore to the maelstrom however to many such as Mogrius this is home. Now, that man is a complete nutcase. The tower of Fate actually extends further into the sky about another level or so. Who knows what those deviants are up to it can't be all good. Oh yea, they know everything about the future and are one hundred percent altruistic. Right.

The final floor is the basement. There is a joke among the tunnel rats down here that the basement is where the real work of the Hierarchy gets accomplished. However they don't say that too loudly around the Anacreons. Here's where a wraith can gain access to a pardoner or other useful functionary as well. Along the tunnels many wraiths have their homes in tiny cubicles cut from the ground. Security has been tightened along the tunnel byways due to paranoia of spectre's and Giovanni. You know I think that being paranoid of Giovanni is one of the few intelligent things you fools do.
