Other stuff
This will get incorporated into the rest of the rules but for the moment we want to make sure that players stil have access to them as we are revising.
G. Regaining Pathos/Passion Checks
Wraiths derive their energy from emotional forces. It might be said that they are emotional sponges or emotional vampires. Wraiths are driven by their passions but following them can have its rewards. A Passion check occurs whenever a player does something to fufill one of his passions. This can occur in one of three ways: First, the player can do the action specified in her passion. Second, if they were in the presence of someone else doing the action specified in their passion. Third, they could feel the emotion specified. The first is the most intense experience for the wraith and each of the others decends in intensity of feeling and therefore the amout of pathos that can be received from a check. Being around someone else when they feel the emotion is not stong enough to warrant a check.
Shadows have passions as well but in their case they gain angst instead of pathos. They gain angst whenever you fufill the action specified in their passion or when you feel the emotion specified.
The following table summarises the in game mechanisms for making these checks. They are all either extended simple or just simple checks. There is no way to retest these challenges in any way.

0: Don't gain (more) pathos and stop
X: Don't gain pathos and the passion is jaded for the night.
During Catharsis
When the Shadow is in control your passions are jaded and you can not make any sort of passion check. In addition your shadow uses your side of the table to make his checks.
H. Bureaucracy
As we said Bureaucracy is probably the most powerful skill in the game. It will however work a little differently than other Abilities. Things that bureaucracy can gain you:
1. Access to library materials and records.
2. Money and Equipment
3. Access to people. i.e. Deathlords.
A wraiths ability in this area is based on status + bureaucracy. If the difficulty is less than their status they automatically succeed. If not they perform a simple test, on a win or a tie their effective status for this task is increased by one. If the total is greater than or equal to the difficulty then they succeed. Usually, only one use of bureaucracy in this manner is allowed per night.
Range of difficulty: 1=trivial (get 1 Oboli), 10=near impossible(five minutes with a deathlord).
To get training in Arcanoi difficulty is as follows innate=2, basic=4, intermediate=6,
advanced=9.
I. Markings
Use of Moliate to cover up a wraiths markings is possible but they will revert in time. At the start of each session the player must go to a storyteller and remake the coverings. However all "markings" that are actually behaviors or items can not be covered. In addition, covering the markings from Fatalism is particularly difficult as the "tattoos" move around.
Death Marks:
All wraiths will bear marks indicating the method of their death. Wraiths who committed suicide by slicing their wrists will bear the razor marks, while those who dies in a gun fight will still bear the Gun shot wounds, and those who died by disease will have sunken eyes and a sickly pallor.
Legion Marks:
Grim-Heavy Bruising in addition to wounds.
Iron-Grey Bands on arms and legs.
Skeletal-Some wraiths have dark lines between the bones indicating a skeletal appearance.
Penitent-Blood stains often starting on hands and increasing with Angst.
Silent-Look of despair, lack of sleep and of poor nutrition.
Emerald-whatever appropriate: e.g. tire tracks, burn marks etc.
Beggars-Extraordinarily complex patterns, no clear trends among the legion.
Fate-Often an inwardly turning spiral, two conjoined circles, hourglass etc.
Arcanoi Markings:
Argos-Jet Black Eyes
Castigate-Blackened Hands/Arms
Embody-Skin will have patches of light and dark
Fatalism-Preference for gaudy clothes and tattoos involving symbols of fate on forehead and arms. Tattoos can move around.
Flux-No "markings" but will talk excessively about whatever projects they are working on.
Inhabit-Charred or reddish patches on skin.
Intimation-Left Eye is a blazing poisonous green.
Keening-will carry some sort of musical instrument, noise maker, or rhythm keeper.
Lifeweb-never blink never close their eyes not even in sleep.
Mnemosynis-Never blink
Moliate-Anything you want.
Outrage-Large Muscled
Pandemonium-Some sort of particular behavior, also a penchant for black cloaks.
Phantasm-Dream Cloths and over dramatism
Puppetry-Strange cultural mannerisms and accents, e.g. that of a Hispanic tango dancer.
Usury-carries scales or other calculation device, also a penchant for speaking in precise numerical terms
Note: All markings are visible once the intermediate level is reached.
Alternate rule: At the players discretion, you may have the markings appear to a small extent at basic, more so at intermediate, and really large at advanced. For instance with castigate: fingertips are black at basic, hands and most of the forearms at intermediate, and the whole arm at advanced. The one important thing to remember if you wish to do this is that at intermediate level, they are casually obvious to any passing wraith.
Crossover rules between wraith and vampire is certainly the most obstreperous part of what we deal with. A couple of things we can say:
Wraiths Affecting Vampires
For purposes of Arcanoi all mages, fae, vampires, ghouls and garou count as mortals. Risen mummies and demons do not.
Fortitude can be used in almost all cases to resist damage done by wraiths. The one exception is Obliviate. Since this damage is done directly to the soul it has to be healed slowly over time. You do not have to worry about ravaging hoards of obliviate wielding wraiths its presence is the game will always be very limited.
Spirits Touch: Under consideration: Either all archanoi requiring expenditure of pathos, willpower or corpus or just corpus. (?)
When Embodied a wraith can use Enshroud.
A wraiths heightened senses can penetrate the first three levels of Obfuscate.
For one temp willpower a wraith, using usury, can transfer pathos to blood. Otherwise works the same as transferring pathos to pathos.
Vampires Affecting Wraiths (Note: Any rules et by the Giovanni ST supercede these.)
1. Vampires can not physically affect wraiths unless they are on the same side of the shroud. (or have an appropriate Necromantic Discipline.)
2. Vampires crossing the shroud using a physical process have access to all of their disciplines but not if they cross in a purely spiritual fashion (e.g. having been soul steeled). The Shroud may still block some function however.
3. The only Presence discipline that will cross the shroud is summon. However summon will still not work on a wraith who is not embodied. The others are passive effects while summon is a compulsion.
4. Risen can be affected by both Compel Spirit (only if the risen nature is known) and Dominate. The effective generation of a Risen is that of a human. Embodied wraiths can also be Dominated.
5. Dread Gaze never works on a wraith under any circumstance.
6. Aura Sight can see a wraiths aura if the wraith is visible to the vampire in question. However information on emotional state is limited.
7. Wolf Claws can do Aggravated Damage to a wraith. However it is difficult to hit what you can’t see or hear. Blindfighting will provide no assistance.
8. Spirit Thaumaturgy only works on umbral Spirits not on wraiths.
